Paragraph and list on images are implemented in LibreOffice. It is a useful feature, because it allows text over image without grouping. The difference becomes visible e.g. if you set a "fly in" animation on the object. Using an image with text, the paragraphs/list items fly in individually; using a group, only fly in of the entire group is possible.
