The proposal lacks some details:

What happens if only one of the overlapping objects has set draw:allow-overlap="false"?

In which way should the application solve the conflict?

Which object is changed? Depending on mark-up position, on z-order, or...?

How does this interact with the attribute draw:wrap-influence-on-position?

This is implemented as loext:allow-overlap since version 6.4 in LibreOffice. But there exist at least bugs [https://bugs.documentfoundation.org/show_bug.cgi?id=130601] and [https://bugs.documentfoundation.org/show_bug.cgi?id=134115] .
