The zip-file has some examples for experiments.
In my tests in Word, Google Docs, SoftMaker and Apache OfficeOffice I see the same behaviour as in LibreOffice:
(1) The file "listItem with direct sub-list" does not show the expected numbering A, B, C but only A and B on top level.
(2) Bullets and Images are not shown for parent lists, only the separator is shown, if the attribute text:display-levels is set to a value to show all levels.
(3) The style:num-prefix (19.506) and style:num-prefix (19.507) are not used around the number of the level, but around the complete numbering string built from all levels. style:num-prefix and style:num-suffix of parent levels are ignored.
(4) The comment about "[XSLT] format" in 19.506/507 is not clear. But the restriction to non-alphanumeric makes it not suitable anyway, to construct a numbering display string similar as possible in OOXML.
Because the applications behave the same in regard to num-prefix and num-suffix [item (3)], I think, we cannot use these elements to get other separators between the number than the now used dot.
So I think we need indeed an additional, new way to build the numbering display string.
