ÂÂ No, the term "text box" if mostly (always?) used for a <draw:frame> element, which has a child element <draw:text-box>. But a definition of "text box" is missing. 

I have copied the text with using "text box" from appendix E1, because I thought, that the restriction to "text box" might be intended. If it really was intended, then changing it to 'any shape', would be a large change. Therefore my comment. I did not want to change it silently.
