Instead of:
    http://open-services.net/ns/[vocab short name]/shapes/[SPEC-version]/[shape-name] 

I suggest:
    http://open-services.net/ns/[vocab short name]/shapes/[shape-name]-[SHAPE-version]

e.g.
        http://open-services.net/ns/cm/shapes/changerequest-1.0

Otherwise we have to choose between:
- Change Management 3.1 (if we ever have such a thing) containing a mixture of 3.0 and 3.1 shapes, or
- Change Management 3.1 containing some 3.1 shapes that are identical to the 3.0 shapes but with a different URI.
By using shape version rather than spec version, we avoid that decision.

In other words, I suggest not typing a shape to a particular spec version, as shapes are likely to be shared between spec versions (if we have future versions).
