Are you going to address any issues related to cost.
Perhaps license fees, cost of professional services to
deliver and implement.  ?

No. 2:

Are you going to address any issues related to governance
of a PKI system.  This would include empowering the PKI
with management endorsement, SAS-70 audit, CP, CPS, etc. ?
