FYI: ballot to "Approve Clarification of the PSTC Charter"

Per an earlier message to the TC list and confirmation of
details with the TC Chairs, a ballot has been opened for
a decision to approve charter clarification.  Voting members
are identified in the appended message; please let me know
if you know of any issues.
