Dear Colleagues,

REGREPTC-179 RegistryExceptionType not extensible and missing message 
and detail attributes

Above issue and proposed resolution is likely a change to rs.xsd so it 
warrants issuing another update WD6-4 before we can consider a Committee 
Draft vote.

So please send comments (even if it is simply +1 on proposed solution)on 
this thread ASAP so we can close it and issue WD6-5 specs right away.
