Using anyURI implies that http://{kanji}{kanji}.jp is equal to 
http://%ww%xx%yy%zz.jp where %ww%xx%yy%zz is the UTF-8/%xx escaping of 
{kanji}{kanji}, but I don't believe we want such equality in our case. 
Using anyURI also implies that the parser must check that, after UTF-8/%xx 
escaping, the string parses according to RFC-2396; it is not clear that we 
want this.
