Oh, you are right. So prohibiting except//empty doesn't change the
expressiveness of the language. Then I think I want to prohibit it,
rather than changing the inference rule.



By the way, shouldn't it be:

<data type="string">
  <except>
    <value type="token"></value>
  </except>
</data>

?
