Eric,
Thanks for all your work on this.  Just a couple of minor comments.

1. Break the first paragraph into two.  The break would be before
    the last sentence (starting "The URI(s) for").

2. In the first bullet of services case 3, change "URI" to "URI(s)".

3. The list of possibilities for services has a "catch-all"
    case 4 at the end, but not for references.  It would be tidier
    to have a case 4 for references as well, to make it clear that
    the algorithm can "fall through".  Perhaps this would say
    something like: Otherwise, the URI is implementation defined.
