alternate ftf idea

If we find it difficult to get the whole TC together, can we collect comments on 09, have the responsible editors try to clarify issues with commenters, and then have another editors ftf meeting to craft a consistent draft that addresses as many issues as possible.� The proposed editors resolution will be Draft 10 (or 11 after proofing).� Commenters will be asked to remain available during this editors ftf so we can, as necessary, discuss comments and proposed resolutions.� We may want facilities where more than one of us can be on the phone (international?) at the same time.
