Minor edits Emma has some 'directGov' UK experience which is being leveraged down here. . ............................ * On p2 I've added 'Federated services' to the diagram, for consistency with the bullet points * On p2 I've changed 'I' to 'we' in the sentence 'But we do not think this can be assumed, for four reasons' * On p4 I've changed 'rather than as a model which must be adopted' to 'rather than as models which must be adopted' ......................... .....
