John, Colin The first thing I'd say about the NZ response is that it is excellent! Thanks Colin for all your work engaging colleagues. It's great to have a national government engaging so positively, and clearly with a real intent to their potential use of the TGF as a practical tool inside the government. The comments are thoughtful, and I think will require direct engagement between us and them in order to agree the best way of addressing them. I'll try to write up a more detailed response to the individual points ahead of our call next week. But on an initial read, I think they fall in to three categories: - points which I fully agree with and would recommend that the TC should agree to - points where I think that we and the NZ government actually agree in substance, but need to get language aligned to make that clear - finally, a couple issues where I would argue against making their recommended changes: points which I think are important in principle for us to keep in the TGF, and also important in practice for the NZ government to build into its own planning.
