RE: [tgf] Stop Press! Use this one! RE: [tgf] NZ comments coming... RE: [tgf] TGF PL document public review contribution

Dear all As promised, here are CS Transform’s reactions to the comments on the TGF from the NZ government. We have done this by annotating the NZ paper, using a red/amber/green colour coding to divide our comments into the three groups I highlighted last week: - Green: points which we fully agree with and would recommend that the TC should agree to - Amber: points where we think that the TC and the NZ government actually agree in substance, but need to get language aligned to make that clear - Red: issues where we would argue against making their recommended changes: points which we think are important in principle for us to keep in the TGF, and also important in practice for the NZ government to build into its own planning. I look forward to discussing this with colleagues on Wednesday. Once we’ve agreed a TC view, I think that the obvious next step would be to set up a call with the paper’s authors. They have made some serious and thoughtful comments, and while I don’t agree with all of them I think it would be well worth having a detailed discussion to see if we can get on the same page. Use this one! RE: [tgf] NZ comments coming... RE: [tgf] TGF PL document public review contribution Agreed. I’ll try to put a discussion paper round in good time ahead of that. Use this one! RE: [tgf] NZ comments coming... RE: [tgf] TGF PL document public review contribution Thanks Chris. For those points you feel we need to engage with NZ with, we should look to agree our line within the TC before we approach them, so that should be a target for our call next week. RE: [tgf] NZ comments coming... RE: [tgf] TGF PL document public review contribution John, Colin The first thing I'd say about the NZ response is that it is excellent! Thanks Colin for all your work engaging colleagues. It's great to have a national government engaging so positively, and clearly with a real intent to their potential use of the TGF as a practical tool inside the government. The comments are thoughtful, and I think will require direct engagement between us and them in order to agree the best way of addressing them. I'll try to write up a more detailed response to the individual points ahead of our call next week. But on an initial read, I think they fall in to three categories: - points which I fully agree with and would recommend that the TC should agree to - points where I think that we and the NZ government actually agree in substance, but need to get language aligned to make that clear - finally, a couple issues where I would argue against making their recommended changes: points which I think are important in principle for us to keep in the TGF, and also important in practice for the NZ government to build into its own planning. Will get back with more detail next week. Regards, Chris Parker Managing Partner, CS Transform Ltd, +44 7951 754 060
