Another use case might involve a standard organization that owns a
standardized code list. In this use case a proposal is made to add codes to
a list. Before those codes are approved industry associations or other
business needs may require use of these new codes. Agreement is made at the
industry association level to use a "draft" version of the unapproved code
list.
