Do you mean that ASN.1 has natively a mechanism that will allow ad
hoc enumeration extensions of the kind sought by the people who
want to use substitution groups with code lists, or do you mean
that given a set of schemas in which such an extension has been
made, you can generate a revised ASN.1 UBL specification that
reflects that extension?
