I'm going to suggest a slight variation in that section 2 Issues not addressed by this specification stay as is. As we add further sections each extension can add properties and terms and error codes but should leave the other sections definitions intact - except section 2 which may have some sentences removed as capabilities are added - which sort of implies we always need at least one thing we won't address. I couldn't find anything about adding a section heading - and does each section have it's own chapter numbering? I assume not.
