Title: Section 12.7 Duplicated (Two sections)
Description: There are actually two Sections 12.7:

    12.7. Event Handlers
    12.7. Isolated Scopes

Proposal: Verify and correct. Also, may need to verify and update other 
related section reference inconsistencies. Note, this Section 12.7 
numbering change may affect at a minimum:

   1. Sections subsequent to 12.7 Event Handlers
   2. All references through the specification that references those
      sections in 1. including any for static analysis where applicable.
