RE: [wsrp-wsia] Signature style

Just saw a place where this is a bit different ...
      ServiceDescription = getServiceDescription(RegistrationContext,
    desiredLocales, sendAllLocales);

"desiredLocales" and "sendAllLocales" are not types, but putting string[]
and boolean in those places would be a distraction.

Current: markupResponse = getMarkup(registrationContext, entityContext,
runtimeContext, userContext, markupParams);

Proposed: MarkupResponse = getMarkup(RegistrationContext, EntityContext,
RuntimeContext, UserContext, MarkupParams);

It has been noted that the current signature style appears to name instance
variables the same (other than case) as their type. These introduce a new
thing into the spec and serve no value. Unless others object, I will modify
the style to directly reflect the types (i.e. fix the case).
