this is an interesting question.

I think it should not be the responsibility of the portlet / portlet
service to adapt to the location where its markup gets displayed, this
would increase the development effort for each single services. It is
simple for a portal server to add what is required for table cells, iFrames
or other surroundings in front of and after the portlet fragment markup.

Not making portlet services aware of surrounding markup structure also
allows portal servers to render portlet fragments in surrounding markup
environments without requiring special support on the portlet side.

The allowed/forbidden tag lists we already got for HTML and XHTML Basic
seem pretty promising, it seems only few tags need to be forbidden. For
VoiceXML / WML things will be more difficult, though.

A question was raised earlier about embedding the output of the portlet in
different environments (eg. table cell vs. iframe) ... I'm wondering if the
portal should just indicate the parent element for the portlet's output. It
would then be incumbent upon the portlet to produce valid output for the
enclosing element. This may drastically reduce the work we need to do
relative to defining valid tags.

We might need to refine some of the rules beyond "yes" and "no".

For example, there is no reason to disallow <style> and <link> tags, as
long as they don't change the semantics of the container document. For
example, if the portlet uses scoping within CSS, the styles don't affect
the container document, and yet this provides lots of flexibility to the
portlet designer (that's mandatory for really sophisticated applications).
