I noticed slight mismatches between descriptions and actual rules in
these policies.

Examples: 

in IIA016, description is:

            Anyone can perform any action on any resource if
current-time
            is 05:23:47-05:00

While the actual rule is for "08:23:47-05:00"

in IIA016, description is:
            Anyone can perform any action on any resource if
current-time
            is 05:23:47-05:00
While the actual rule is for "2002-03-22"

Etc.
