With this definition you cannot have the following:

<Apply FunctionId="function:round">
    <Apply FunctionId="function:decimal-subtract">
       <AttributeValue DataType="xs:decimal">3.4</AttributeValue>
       <AttributeValue DataType="xs:decimal">2.9</AttributeValue>
    </Apply>
</Apply>

Correct?
