III. Issues
  Policy Creation
   Martin:
    I just posted a partial write-up on the idea of developing an XACML policy
    creation mechanism. There are two basic components:
     1. concept level (natural language) expression;
     2. binding to specific,real-world attributes.
   Due to short notice, I'd like to ask for the TC to give it a read for the
   next meeting and in the meantime I will work to complete the document. It is
   currently half finished.
