Policy Evaluation
I do not understand the distinction between operational policies and data usage policies. To me the latter is included in the former. If there is a difference, we need to better explain it earlier on, probably in the Policy Model section. Along those lines, I would remove the word “operational” and simply call all of them XDI policies...
