Hi Robbie,
You can certainly set up a ballot now. You could also set up a meeting and elect a chair or 2 co-chairs as the first item on the agenda. The main requirement of the TC Process is that the TC can't do any work - meaning, practically speaking, that the TC can take any other motions or votes - until the new chair is in place.
Maybe someone will volunteer to co-chair with you.

If there are no other nominations then I will self-nominate, though I do think it would be better if someone else could take on the role.
