Each of the XML files is a "Part" (not book) of the document. The XML files are the authoritative sources for the specification, and then we build an HTML and PDF version of each file as per the OASIS requirements. We have modeled the presentation of this on other OASIS specifications (e.g. OASIS ebXML RegRep: http://docs.oasis-open.org/regrep/regrep-core/v4.0/regrep-core-overview-v4.0.html ).
The whole collection (Parts 0-5) makes up a single vote-able specification. We could potentially offer a concatenated PDF (or ODT when I get round to making that work) for people who want to print a single document (though this would have to be some sort of non-normative presentation I guess... it doesn't really fit in with the scheme), however I think longer term the HTML presentation is far preferable anyway.
