new addressing draft

As a reminder here are the notes from the previous meeting:
- Mark as working draft 03.  - Make it clear we are not talking about how new addresses are
brought into existence.  - Describe how dynamic names the remote end of the link (from the
clients perspective), but not the other end of the receiver.  - Add context for chapter 4, some examples and scenarios where the
various parts might be used.  - Make it clear that legacy addresses and messages with no to address
are not expected to work in a federated network.  - Talk about pattern usage, maybe make analogy to netmasks as a
generic notation for address spaces (as opposed to specific
addresses).  Please have a look and post any feedback/thoughts.  --Rafael
