Event-streams PR merged

I merged the PR for WD01 of the event streams spec into the Github repo since keeping all of it, including the build collateral, in the PR is a bit unwieldy and I’ve addressed the pending feedback.
That doesn’t mean WD01 is ‘done’.
I’ll send a follow-up PR with the metadata operation.
Before that, I’m going to commit the compiled HTML version which I didn’t update before.
