Document list and draft committee spec

Hi,
Please find attached the final version of the Autorepair document list
(TC-000) and the final version of the specification that was amended at the
meeting on Wednesday. Notes of the meeting will be circulated next week.

I will send in separate emails documents TC-018 to TC-021. These range in
size from 253kb to 859kb so if you don't want to receive them please set
your email client to filter our messages with large attachements.
