This initial draft reflects the rough consensus at the Vienna meeting concerning the contents of a DDDS approach to metadata service location discovery. Previous materials have been inserted into the OASIS template, a start at references has been made. Conformance, DDDS processing description, and details about DNS labels are pending for future versions.

This specification defines a method to query and retrieve a URL for access  to metadata services. The method defined here is an instance of the generic  pattern defined for Dynamic Delegation Discovery Services (DDDS).
