STATUS ON BDE COMMITTEE SPECIFICATION
Special majority vote for approving the Business Document Envelope 1.0 as Committee Specification has been completed with all eligible members voting in favor. TC Admin has requested  some changes to cover pages in order to publish BDE 1.0 document. Ken Holman to send the requested changes to TC Admin.
Klaus gave a briefing of the evaluation of BDE 1.0 in the e-SENS project. There is a working group in the e-SENS project looking at the BDE specification. Klaus will put them in contact  with Ken Holman in case any questions come up.
Ken Holman explained a requirement for a "timed envelope" to support scenarios such as public tenders where the recipient of a business document is not to know the content of business  document before a specific date and time. The requirement has been raised by Ole Madsen, DIGST. Ken Holman proposed a model where the content of the envelope would be encrypted, and the envelope contain information about the external location of the public  key to decrypt the content, as well as information about when and for how long the public key would be available. It was discussed that the envelope may contain a link to an informative source explaining how to do decrypt the content and/or a link directly  to the public key. It was agreed to propose the addition of two new ASBIEs to BDE 1.1, " InstanceDecryptionInformationExternalReference" and "  InstanceDecryptionKeyExternalReference"  to support this functionality.
