Updated version of SMP 1.0 XML schema. Only change is added default attribute to RequireBusinessLevelSignature with value set to false.

Description
SMP 1.0 schema updated from comments made to CSPRD02. The following changes  have been made since previous version:

 ExtensionVersionID data type changed to xs:normalizedString.

 Removed references to unused schemas:

http://www.w3.org/2005/08/addressing
 and

http://docs.oasis-open.org/wss/2004/01/oasis-200401-wss-wssecurity-utility-1.0.xsd

 Added default attribute to RequireBusinessLevelSignature with value set to
false .
