Statement of use XHE 1.0 CS02

Dear BDXR TC
I am happy to announce IBM is successfully using the
Exchange Header Envelope (XHE)

Version 1.0 Committee Specification 02 as
released on September 05 2019 in accordance with the mandatory
conformance clauses specified therein and OASIS policy. This successful
use/implementation included the test against two independent
implementations.
