[bdxr] Statement of use XHE 1.0 CS03

To whom it may concern,
IBM is successfully using the Exchange Header Envelope (XHE)

Version 1.0 Committee Specification 03 as released on December 13 2020 in accordance with the mandatory conformance clauses specified therein and OASIS policy. This successful use/implementation included the test against three independent implementations.
