Editing the spec document

I'm submitting this on behalf of Peter Furniss (who has sent two
requests to be added to the list going back three weeks, but doesn't yet
seem to have been authorized/added):

"I'd like to volunteer to edit the specification document - I guess this
may
be the same as chairing the Specification document group 7.

"I may need my head examined for volunteering, since I was editor for at
least 6
ISO standards (5 OSI, 1 ODP) and one IETF RFC."
