Project requirements

Since the Committee Note is still a draft, my questions were related to whether the next steps are to update the CN to remove requirements that are no longer applicable, or update the CS to expand coverage to more of the requirements.
The CS looks very well thought-out, so removing outdated requirements sounds like the right course of action.
