Digital Signatures

All,  I believe my design and code review work on digital signatures for CACAO is now done. You can view the relevant data in the document. I am also including a PDF to this email that has just the relevant sections for digital signatures. Can everyone please review in details. I also need someone to write some code in something other than Golang to verify this works for them. The test vector are in Appendix A2  Thanks Bret
