Regarding the MO-xx inheritance requirements, 

could a TA  just do a request to get all attributes, and check the attributes
returned to see if they fill the full set of required attributes from all resources in the inheritance tree as conveyed in the metadata resources?

NOTE: some new normative statements (MO-xx) appear to be Model design rules (inheritance...) the testing of which - if any - needs be discussed.
