JIRA usage

I have created a new component called “Possibe Work Products” that we can use to tag issues related to a potential primer or other document.

I also confirmed that there is a deferred state, but it is only available once an issue is open. Therefore we might want to revisit some of the “primer” issues, re-open and reclassify.
