'webcgm' is the document element for the companion file defined by this dtd.

I thought at Cologne that we argued and resolved an issue, that it (the 
companion file document element) could NOT have non-standard child 
elements.  I.e., the 'webcgmEXT' entity should not be there.

Am I remembering wrong?
