snapshot of Implementation Matrix

New versions of the implementation matrix will normally be posted at its 
assigned permanent URI.  But due to some logistical snags that might not 
happen for a week.  So FYI, here is the current status as I know it 
(beware, the "This version" link will not work yet)...
