preliminary survey on scale-to-fit

I have gotten the behavior relating to the scale-to-fit question from 3 out 
of the 4 WebCGM plug-ins that I know about, and am waiting to hear about 
the 4th.

Result:  all 3 scale-to-fit, when a whole picture (without view_context on 
an object) is being loaded into a frame.  At least one of the 3 offers an 
option to display at the scale as specified in the 'metric' scale factor.

This seems like a useful interpretation for default display mode.  It would 
also, I notice, match the behavior of the OBJECT tag, when the latter is 
being used to embed a whole CGM in-line.

Question.  Assuming that we reach some unanimous consensus, should we try 
to disambiguate this aspect in WebCGM 1.0 Second Release text?  (Or do 
people think it is sufficiently clear, i.e., was it only unclear to me?)
