[chairs] TC Process changes

Chairs:

The OASIS Board has just approved a revision to the OASIS TC Process.

I've attached two documents, the new TC Process document and a summary
of changes. These will be posted to the OASIS web site later today, at
which time I will announce this change to members. I thought that I'd
give the chairs first notice.

The biggest change is in the approval of OASIS Standards (section 2 of
the Process). Note also in particular section 1(i) which says some
things about mail lists and web pages; comment lists are for comments
and not discussions, and web pages must be kept current with certain
information. Other minor changes are scattered throughout. Please take
a look through the changes to see what things you have to change in
the way that you run your TC.

I will have the TC Guidelines document updated within a couple of
days.
