public comments, and mail subscriptions

We've implemented the public comments web form that I had previously 
mentioned. There's a new button on the top of each TC's public web page 
for "Send a Comment". Clicking this opens up a form where the person can 
enter his email address and a comment, which will then be sent to the 
TC's comment list.

For now the comments are unmoderated, and the form won't verify the 
email address. If we see misuse of the web forms we'll consider 
implementing some sort of protections.

The comment lists themselves are unchanged, i.e. people can still 
subscribe to the lists, and the lists are still archived, etc. The only 
difference is that with this web form as a front end people don't have 
to subscribe in order to send a comment. I'll begin to reference these 
web forms in announcements (e.g. Call For Participation) that mention 
public comments.


Also, the list subscription manager page is alive again at a new 
address, http://www.oasis-open.org/mlmanage/  The URL for the old form 
is being redirected, and we'll be updating the unsub info in the mail 
footers.
