Please make sure that the erroneous non-UTF8 encoded characters in xAL.xsd are replaced for the final draft annotations.

e.g. GeoRSS GML from Open Geospatial Consortium (OGC â€" www.opengeospatial.net)

This causes serious parsing failures in any software that checks for UTF8 conformance.

Presume these came over from a cut and paste from the GeoRSS GML schema.
