Updated genericode Schema

I have posted an updated genericode Schema to the TC's site:

This implements the changes from the 1st public review:

* added 'xml:base' support for location URIs (not canonical URIs);
* replaced 'xml:lang' attribute with a 'Lang' attribute defined in the
Schema;
* replaced 'rule:type' attribute on 'xsd:documentation' elements with a
'rule:text' element contained within 'xsd:documentation';
* renamed the Schema from 'CodeList.xsd' to 'genericode.xsd'.

There was also a lot to do in terms of modifying the existing
documentation to separate rules expressed in documentation, and to add
rules that are explicitly or implicitly described in the specification.

These are now contained in 'rule:text' elements to that they can be
extracted for use in the new conformance section of the specification.

Please examine and test this version of the Schema, and post any
