Section 4.3 says very little about the model. 

There are a number of normative statements in sections 4.2, 4.5, 4.9. 

The structure is in 4.6

Section 4.4 is an outline of the whole specification - maybe it needs to go in section 2?

4.7 and 4.8 are non-normative description.
