Updated proposal for generic CVSS ScoreSets available

Dear members,

a few moments ago, I updated the proposal in CSAF-28 that offers a generic CVSS ScoreSet element implementation that is also decoupled from any specific "upstream" cvss schema / namespace.

Please consider encouraging the editor, to create a new working draft revision based on that implementation.
