[Action Item] White paper on self-certification at OASIS and some other considerations

As discussed on the June 16, 2016 CTI TC Interoperability SC Meeting:



Attached is the December 2015 white paper produced by the OASIS Technical Advisory Board (TAB) focusing on self-certification initiatives at OASIS.

The OASIS TAB looked at a number of programs and approaches to certification in the industry. Considering levels of expertise required, costs, etc. they’ve concluded that self-certification
  provides benefits to both OASIS TCs and parties interested in assessing and recording their certification.



This paper provides good background on this proposed self-certification strategy and should be reviewed by any wishing to engage in discourse on related initiatives within the CTI TC Interoperability
  SC.
